Anna Edney at CongressDaily (subscription only) reports that 28 Senators and 126 Representatives - all Democrats - have joined in opposition to a proposed Health and Human Services rule that the lawmakers and other critics say could limit access to health care and might violate civil rights law in the name of protecting health providers' freedom of conscience when it comes to abortions and sterilizations. The lawmakers, all Democrats, argue that the proposed regulation is a last-ditch attempt by the Bush administration to impose a socially conservative agenda and restrict women's access to birth control. It was issued by HHS in late August.
