Plan to re-open old prison an admission of failure

The Labour Government's plan to consider re-opening the 111-year-old Dunedin Prison, closed two months ago, is the first admission that it has got its prisoner forecasts totally wrong, says National's Justice & Corrections spokesman, Simon Power.
