The IRS owes 1,611 Orange County taxpayers more than $1.3 million in refunds but can’t give them the checks because they were returned as undeliverable. The checks average $822 per taxpayer. Overall, nearly 115,500 taxpayers nationwide are due more than $110 million in refunds. Some have more than one refund coming. A refund check is normally returned as undeliverable when a taxpayer moves without updating his or her address with either the U.S. Postal Service or the IRS. “The IRS would like to reunite these taxpayers with their money as soon as possible,” said IRS spokesman Raphael Tulino. Refunds jumped 21 percent this year because Congress approved a one-time return of the telephone excise tax previously collected on long-distance calls.
